 About the Office of Fleet Management

Organization
 The Office of Fleet Management was created by Executive Order on June 10, 2002 and became operational on July 1, 2002. It centralizes responsibility for data collection, auditing, education, oversight and guidance for fleet management functions throughout the state of Georgia. The Office of Fleet Management provides guidance and education regarding use of industry best management practices, adherence to state fleet policies and procedures, executive orders, and other regulatory programs which become recommendations for implementation of strategic changes through routine audit conducted in cooperation with state agencies and leadership. The primary mission is to ensure the state fleet is cost-effectively managed from initial acquisition of vehicles through disposal.

Background
 With a fleet size of over 20,000 vehicles, the state of Georgia has one of the largest fleets in the country. This provides the Office of Fleet Management the opportunity to initiate vital strategies to reduce operational costs and more effectively manage the state’s fleet.

Unified administration is the basis for effective fleet management and accurate mileage is the Life Blood of great fleet management. Over the last 26 years, numerous commissions, consultants, studies, and state agency reviewing teams have concluded that the state’s fleet management activities should be centralized. As we continue to move forward, this office will provide oversight, auditing, policies and procedures to guide the state agencies to better manage their fleet.

Steven Saltzgiver serves as Director of the Fleet Management.  A 30-year veteran in Fleet Management and Public Transportation, Steve most recently worked with Mercury Associates, one of the premier fleet management consulting companies in the country while also serving as Executive Director of the National Conference of State Fleet Administrators (NCSFA).  Mr. Saltzgiver worked with numerous states as a consultant on various strategic fleet management issues, but he also served the State of Utah for over 12 years as Division Director, Fleet Operations & Surplus Property Services.  In this capacity, Steve completely revamped Utah's fleet operations, authoring new legislation and statutes enabling his team to reduce division operating budgets by over $3 million while drastically reducing fleet operating costs across the state's fleet.  He also worked for over 3 years as Fleet Manager for the City of West Jordan, Utah and 15 years with the Utah Transit Authority.  A noted fleet industry expert, Steve has made numerous presentations at various Fleet Conferences and published articles on best practices in Fleet Management. 

Steve earned a Bachelor's degree in Business Management and a Master's degree in Operational Management from the University of Phoenix.

Jim serves as the Systems Manager for the Fleet Management System Application Support team which is part of the Office of Fleet Management. He joined the State in January of 2007 as part of the State Accounting Office with over 23 years of related experience. His organization transferred to DOAS in July of 2008.

Jim’s accountability is to provide project management oversight, application administration, application support and development, along with application upgrades and fiscal management of the overall department budget for the Fleet Management System Application support organization.

Jim came from the private sector where he worked for a fortune 50 corporation managing an application support and development organization which provided project management, implementation, application administration, and 2nd and 3rd level 24x7 support for both packaged and in-house developed applications. The packaged applications included: Customer Relationship Management (CRM) application for their Corporate Help Desk, Human Resources, and non-IT business segments, Report Distribution, Asset Management, Knowledge Management, Idea/Campaign management, and custom Web-based applications.
