 Auto Program
The Auto Program is a self-funded program through the State of Georgia that covers state employees while driving on state business. Our goal is to resolve claims fairly and swiftly while protecting state agencies and state employees.

We provide liability coverage that pays for injuries and damages caused by state employees and other covered persons while performing their official duties. These losses should be called into 1-877-656-7475.

This department is also responsible for the coverage and safety education of all state employees that drive on state business. To that end, we host training seminars and provide video and presentations (see video links below).

 Rental Cars

We now handle Auto Physical Damage Claims (damage to covered state vehicles) and General Liability Claims in which a 3rd party's vehicle is damaged by something other than one of our cars or trucks (e.g. falling trees, tollgate, mower, etc.). Forms for all these losses are posted.

 Property Insurance Program
  The State of Georgia owns or occupies over 15,000 buildings throughout the state, and pursuant to O.C.G.A. 50-16-9, DOAS, thru its Risk Management Services Division (RMS), covers over $26 billion worth of state owned buildings and personal property (contents) thru a combination of self-insurance (State Owned Building and Personal Property Agreement) and excess property insurance purchased thru a commercial insurance brokerage firm.

In addition to providing insurance to all state owned building and personal property, DOAS makes available, at the state agency’s option, a Special Property All Risk Agreement, to cover an agency’s exposure to loss of money & securities, watercraft used on inland lakes, fine arts, mobile equipment (e.g. backhoes, forklifts, brush hogs, golf carts), personal property temporarily away from premises (e.g. audio/visual equipment taken to a conference) or leased equipment (e.g. copying machines, fax machines, modular classroom or office).

There are also a handful of state agencies that have aircraft and/or watercraft (that navigates coastal waters) exposures that receive their primary property coverage directly from a commercial insurance policy DOAS purchases thru a commercial insurance brokerage firm.

Should your Agency experience loss or damage to property covered under any of the property insurance coverages described above, please complete a Notice of Loss form or contact DOAS/RMS at 404-656-6245 ask for someone in the Property Program Department.

 Property Registry
  Property RegistryLink Opens in New Window DOAS provides building and content insurance coverage based on properties and values reported by each agency. The new web-based property registry enables registered users to access and update their existing information online. The property register, BLLIP, is managed and maintained by the State Properties Commission. For additional information and assistance with the BLLIP system, please contact the State Properties Commission.

 Worker's Compensation Program
 

Risk Management Services self insures the Workers' Compensation Program for the State of Georgia. The program is administered through a contract with Key Risk Management Services, a third party administrator.

The Workers' Compensation Program provides for monetary supplements for absences from work as well as medical care through the Amerisys Managed Care Organization and other costs associated with job related injuries.

A part of the Workers' Compensation Program is "Georgia Focus", which is a three-tiered approach to the safety, care and recovery of employees. The program places focus on taking care of employees.

Black Arrow Tier 1 is a proactive approach to the safety of employees through job hazard analysis, education and corrective actions to hazardous conditions
Black Arrow  Tier 2 is a managed approach to the care of employees in the event of an injury. Through the Amerisys Managed Care Organization, employees who have suffered a job related injury are provided with timely and effective medical care. Timely reporting of injuries by the supervisor ensures injured workers are receiving prompt care and benefits to which they are entitled.
Black Arrow  Tier 3 is a return to work team approach that focuses on an employee's ability as opposed to disability. This approach enables the employee to return to work sooner and within their medical restrictions

 Return To Work Program
  The Return-To-Work (RTW) Program is an innovative approach to assisting employees with occupational/non-occupational injuries/illnesses to return to full productivity. The philosophy of this program is to control the effects of disability and absenteeism in the work place and assist injured or ill employees to return to their normal activities as soon as possible.

No matter how healthy you are today, the possibility of an injury or illness interrupting your work and life activities is unsettling. State employees are valued and recognized as a critical resource needed to meet the State's mission to provide fast, easy and friendly service to our customers and "the citizens of Georgia". Therefore, the State of Georgia is proud to provide the Return to Work benefit program to those who need assistance during a recovery process.

The goal of the Return to Work (RTW) benefit program is the safe return of employees to transitional or regular employment. Medical research has shown that people recover at a quicker pace if they remain active and return to their normal routine as soon as possible, avoiding isolation and the mind set of disability.

The RTW program offers an employee access to transitional duties that are approved by his or her physician. This could be as simple as a flexible schedule to permit attendance at medical/therapy appointments or an assignment to a special project that provides duties suited to reduced capacities.

As a participant in the RTW program, employees become an active part of the decision making process related to the design of transitional employment. Employee and Agency needs are best served when medically appropriate job tasks are provided to serve as a bridge to regular employment.
