7 Stages of Procurement
State Purchasing - eSource
eSource is a free web-based procurement sourcing tool offered by the SPD for use by all state agencies, departments, boards, bureaus, commissions, institutions and other state and local governmental entities. eSource enables state buyers to solicit and receive bids electronically at their desktops and eliminating paper-intense processes.
This feature is accessible through the Georgia Procurement Registry (GPR), State Purchasing Bid Posting System. Buyers must be registered users.
Launch the eSource application
Registration and Policies
To access the eSource system, a state or local government buyer must be a registered user of the Georgia Procurement Registry (GPR), State Purchasing Bid Posting System. The Agency or University Procurement Officer (APO / UPO) for each entity is responsible for registering new users to the system. Users already registered with the GPR are automatically able to use eSource. In order for your agency to become an eSource user, your APO or UPO must contact the Purchasing Helpdesk.

Delegated Purchasing Authority
eSource may be utilized to solicit bids from suppliers registered on the State of Georgia Team Georgia Marketplace Registration System up to the agency or college's Delegated Purchasing Authority (DPA). In addition, eSource will provide the option to go beyond the DPA using the same features that the GPR has for getting approved from State Purchasing once the "One Time Request to Exceed DPA form" is approved by SPD.
