  Surplus - Georgia Non-Profits and Service Educational Activities
Non-profit organizations provide services to the community that enrich many lives. Surplus Property's mission includes supporting these efforts through the acquisition of state and federal surplus property in Georgia.  Acquiring surplus property shortens the procurement cycle and saves money!

The state of Georgia conducts all sales or surplus personal property to the public through public internet sales providers.

Program Eligibility
  Non-profit organizations in Georgia may be eligible to participate in either the state and/or federal surplus programs depending on the category of service provided. Surplus Property is responsible to determine eligibility for both programs. Organizations must complete the appropriate "Federal" Application and the Surplus staff will determine the applicability for both programs.

Federal Surplus Eligibility
  Non-profit organizations must provide educational, health care, or specific social support services to the community to be eligible for  surplus property. The federal surplus property program has stringent eligibility requirements; therefore, all non-profit organizations may not be eligible to join the program. Service charges and restrictions apply for all property received.

Non-Profit Health Care: Eligibility requirements for non-profit health care organizations.

The institutions is licensed or approved by the governing agency in the state; and

Social Support Services
  Eligibility requirements for social support services providers:

The institution is currently operating a shelter housing 10 or more individuals or providing homeless services at no charge, providing food services for homeless individuals; and

Service Educational Activities (SEA)
  Service Educational Activities (SEA) are eligible to participate in the Federal Surplus Property Program only. These organizations formerly obtained surplus property directly through the Department of Defense (DOD) Donation Program. However, they are now required to obtain property through the DOAS Surplus Property Program. These purchases are limited to DOD property unless the SEA also qualifies under Section 101-44.207 of the Federal Property Management Regulations.

Designation as an SEA is made by the Department of Defense (DOD) and is granted to national organizations that include, but are not limited to:

Service Charges
  Surplus Property does not receive any state or federal appropriations to operate. It is entirely self-funded through service charges for material received.

Enrolled non-profit entities are required to pay at time of property receipt and may pay the service charges by:

Property Restrictions
  Please remember that there are restrictions on the use and disposal of any state and/or federal surplus property received through the program. The restrictions vary on the category of property received. The basic requirements are that the property must be put into use within one year and used for a minimum of one year from the in use date. During this period, the property may not be cannibalized, traded, sold or disposed of without written authorization by the Surplus Division. Failure to comply with these restrictions may result in criminal prosecution. Please contact your local Surplus Regional office for guidance prior to disposing of surplus assets.

Governing Legislation
 

The laws that govern Surplus Property are set forth in the Official Code of Georgia Annotated (O.C.G.A.).

The law restricts DOAS personnel and their family members from participating in surplus public sales. There are no restrictions on other government (state or local) employees. Sales to the public are conducted through commercial internet service providers.
