  The underlying purposes and policies of the Georgia Procurement Manual are to:

Open Records Act

  The Department of Administrative Services Policy related to costs incurred in complying with the request to copy DOAS records pursuant to O.C.G.A. §50-18-70.

Black Arrow The Department of Administrative Services applies an hourly charge for administrative and clerical task related to the search, retrieval, review and preparation of the agency’s records. DOAS current rate is $25.00 per hour.
Black Arrow The Act also authorizes the agency to charge up to 25¢ per page, for copies provided that it uses the most economical means of copying reasonably available.
Black Arrow There is no charge for the first quarter hour of time expended in record preparation.
Black Arrow The Georgia Open Records Act allows the agency to waive all fees should it so choose. No fees other than those directly attributable to providing access shall be assessed where records are made available by electronic means.

After receipt of the request and prior to any record retrieval, requestors will be provided with a written Cost Estimate detailing the cost of providing access to the requested records. On the requestor’s acceptance of this estimate the agency will initiate the preparation of the requested records. Full payment must be received prior to the delivery of the records. Payment options are limited to checks, money orders and credit cards.

Debarred and Suspended Contractors
 

Debarred/Suspended Contractors are suppliers who are currently suspended and/or debarred from use by the State of Georgia or who are currently listed on the “Federal Excluded from Procurement” list. Prior to the issuance of a purchasing order, the issuing official must review the State Suspended and Debarred Vendors list and the Federal Excluded from Procurement list.

Minority Businesses / DOT Certification

 

A collaborative effort between DOAS and the Georgia Department of Transportation provides a process for minority certification. Companies desiring to certify as a “minority business enterprise” or a “minority subcontractor” may do so by submitting an application to the GDOT.

Reciprocal Preference Law

 

Georgia does not have a percentage Preference Law; however, we do reciprocate based on other states or preferences of other states. Resident suppliers in the State of Georgia are to be granted the same preference over suppliers resident in another state in the same manner. This preference is used for evaluation purposes only. All state agencies are required to apply this reciprocal preference.

All state agencies, departments, and authorities responsible for the maintenance of public lands shall give preference to the use of compost and mulch in all road building, land maintenance and land development activities. Preference shall be given to compost and mulch made in the State of Georgia from organics which are source separated from the state's non-hazardous solid waste stream.
